Word has it that the much-anticipated General Plan is about to emerge from the bureaucratic labyrinth where it has taken shape. The good news is that those who have used the General Plan’s pending arrival to stifle building projects of which they disapproved will have to find new reasons to block anything new. The bad news is that the Mullahs of the Status Quo will likely find plenty of useful obstructionist tools in the General Plan.
